The problem appears to be fixed in the latest Ubuntu release. I reject the "invalidity" of this bug report, though.

When such photos are subsequently imported into Shotwell, the creation/modification of appropriate Shotwell "events" (which appears to require "date taken" EXIF data) does not occur. While the date/time taken are initially available as a last-modified timestamp on the file itself, simple operations on the file (such as adding/removing tags using Shotwell) will result in that information being lost. Minimally useful EXIF data written to these photos would include "date taken."
