## Description
On Ubuntu 26.04 LTS with GNOME 50 (Wayland-only), my Wacom
Cintiq Pro 24 pen works correctly in GNOME Settings → Graphics
Tablets → Test Settings (including full pressure sensitivity),
but produces no input events in any drawing application.

## What I expected to happen
When I draw with the Wacom Cintiq Pro 24 pen in Krita or
Affinity, I expected the pen to draw on the canvas with full
pressure sensitivity, as it did correctly on Ubuntu 24.04 LTS
with the same hardware.
## What happened instead
When I bring the pen to the Cintiq screen inside any drawing
application, the cursor displays as a regular mouse pointer
arrow rather than a brush cursor. Pressing the pen to the
surface produces no drawing. Krita's built-in Tablet Tester
shows zero events when I use the pen — the log is completely
empty. I tested Krita 5.3.1 AppImage, Krita Flatpak, and
Affinity AppImage — all produce the same result. This happens
every time without exception.
## Additional information
- sudo libinput debug-events --device /dev/input/event15
confirms pen events (proximity, tip contact, pressure, tilt)
are correctly received at the kernel level
- GNOME Settings → Graphics Tablets shows the Cintiq Pro 24
listed twice
- Wacom ExpressKey Remote appears in libinput list-devices
despite not being physically connected
- libinput list-devices reports: "Wacom Cintiq Pro 24 Pad:
libinput bug: missing tablet capabilities: pen resolution.
Ignoring this device."
- libwacom 2.18.0 correctly identifies the device and all styli
- This is a regression from Ubuntu 24.04 where everything
worked correctly with the same hardware
