"Window snapping" in its purest form was actually disabled a couple of
years ago because it made window dragging feel glitchy. So it sounds and
looks like you are trying to disable "window tiling".

I can confirm that it's unreasonably difficult to fully disable tiling,
but it is possible:

 1. Settings > Ubuntu Desktop > Enhanced Tiling = OFF
 2. Settings > Multitasking > Screen Edges > Window Resize = OFF
