Follow-up Comment #1, bug #55489 (project denemo):
Maybe the user does want to have 1st and 2nd bars only above the first staff
(e.g. to save space). Thus I suggest to ask the user whether the 1st and 2nd
bars should be inserted in all staves or only the first one.
