wl_display_dispatch_queue_timeout was added in libwayland-client0 1.24.0. Since 
mesa-vulkan-drivers depends on libwayland-client0 (>= 1.24.0), I suspect your 
system has a stale local copy of libwayland-client.so.0 which is getting picked 
up by libvulkan_radeon.so.
