OP might just need to do an apt-get dist-upgrade.

I'm not sure about the answers to your question.
But if you are having upgrade troubles with testing or sid, you might
consider two things. First, boot to a virtual console (ALT+F2,
ALT+F3, etc) instead of a windowed environment. Second, use Aptitude
to perform the upgrade. I like Aptitude when things go sideways
because it seems to have the best solver among the package managers
used by Debian. That is, Aptitude can find an upgrade path when other
tools cannot, like Apt or Apt-get.
