What you fail to understand is the problem that the big-gov't types want to
solve. Their main aim is to stop it being their problem, ie get it off their
plate -- they have made a law so they can tell the electorate that they have
"done something"; that it is now someone else's problem that they cannot
properly fix they do not care.
