Back in 2010 I spent a week in China and that was already much more fine
grained than simply block a website.
I recall I would try to consult lequipe.fr (sport news
website/newspaper, roughly apolitical by nature) and a majority of
pictures was blocked, certain articles were blocked too. The web
infrastructure in China was then brand new and top notch, but the web
(foreign websites) was slow, due to high scrutiny in real time.
