It's great progress that you have narrowed this down not only to a
package but also between two versions of that package. Here's how to
report the bug:

(short story is type "reportbug kernel" while booted with the kernel
with the problem.)
Ideally someone will be able to git bisect the changesets between the
two packages to see where the behaviour was introduced. It seems like
quite a few people are affected so that might not need to be you.
Someone may even have reported this bug already.
