In Mate, I have a Network Manager applet;

"Enable WiFi".
If you can see that, uncheck the check box
I see it. I'll experiment with it tomorrow when I can get in range of
the local library's WiFi.
2. I also had, in that area, an icon for bluetooth, which I selected and
chose the Disable Bluetooth option.
I see no reference to Bluetooth.
3. In the Control Center, is
Hardware -> Bluetooth Manager
which has the icon that is the same as what had appeared on the panel,
and that has
"Bluetooth turned off -> Enable Bluetooth"
so, if you access that through the Control Center, you should al;so be
able to disable bluetooth from there.
Again, I see no reference to Bluetooth.
In any case, it was of secondary interest.
