The keyboard is very much part of the locale. dpkg-reconfigure locale 
automatically changes the keyboard for the user's applications, including ssh.

My problem is that this did not extend to the greeter.

On my Debian 13.2 Xfce installation lightdm-gtk-greeter is able to change the 
"Appearance/Panel/Window position/Misc" i.e. "Font/Time/position/Accessibility" 
but no change to keyboard layout.
