That sounds more like a loose wire than a software problem.
It may be caused by issues with initialization of sound card firmware or
by improper restoring of saved settings by desktop environment.
I would exercise with pactl trying to get dumps of configuration in
"good" and "bad" states. Unfortunately I am not experienced enough with
this command to suggest specific arguments.
As usual, I suggest to look into output of
sudo journalctl -b
for relevant messages paying attention to all warnings and errors.
