It's an optional file. Xorg configuration would control things like the overall screen resolution and refresh rate, not the details of client applications. Find the relevant Xorg.0.log file (either in ~/.local/share/xorg/ or in /var/log/) for details provided by the X server as it starts up. You can also get some information from xdpyinfo, or inxi. I still don't think this will answer your questions about scroll bars.
