I was interested so I tried wget with the same result as you. I found adding -U "" in the command line caused it to work and download the file. The way it worked was interesting. First came a '302 Moved Temporarily' that referred to fns-prod.azureedge.us which leaves me not knowing whether to blame the US Gov or Microsoft :) Though my money's on the US Gov.
