It is typically more associated with Mailman where: - there is more of a concept of a user account that you can log in to, to set user preferences (as opposed to just a confirmation email with Debian's lists) - some lists have private archives which a known subscriber can log in to and read even while set to not receive emails. Debian archives are public. - some lists reject posts from addresses that are not subscribed, so an accepted method of posting from multiple addresses is to subscribe all but one of them as "nomail". Debian lists allow posts from non-subscribers. So yes I agree with you that there seems little point in a "nomail" setting for Debian's lists. Just unsubscribe when you don't want emails.
