The only problem here is that orca is not necessarily installed by the
installer. I do a command line only installation, no X, no desktop,
etc. And it does not install orca. orca is pulled in by "apt install
task-xfce-desktop".

If you really object to having orca, I suggest you find out which
package(s) pull(s) in orca, and see if you can remove it as a
dependency.
