On brief analysis, it looks like this reflects the same status which is reported in the Status line of the output of 'dpkg -s PACKAGENAME' with the string "deinstall ok config-files". YMMV, but I find that intuitive enough: the package used to be installed, and isn't anymore, but its config files have been left behind. (Note that if you have the package installed from multiple architectures, you will apparently need to specify the arch qualifier suffix to the package name in order for the command to not error out.)
