This blog post seems to indicate it might be due to the fan not turning on enough at moderate load by default (it pulses off and on which is not enough):

Should give temperature:
Mine right now is:
29000

which apparently is 29C.

/sys/class/drm/card0/device/hwmon/hwmon0/pwm1

is the power management.

I'll play around tomorrow.
