Yes, because when you specify what filesystem or other use a partition is to be put to, it also asks you where you want to mount it. One of the options after a list of common choices is "Other", so you can tell it that a filesystem will be mounted in an arbitrary location. As for how you discover this, you read the screen when you are choosing where to mount the filesystem. It is conceptually no different to choosing to have a partition for /home and a partition for /.
