I routinely place /home on its own partition.
Its structure resembles:

My questions:
1. Can I have /home/richard/Downloads bed on its own partition?

Of course. Create a partition on your hard drive. Make an entry in
/etc/fstab file pointing to this partition by UUID, and mounting it as
/home/richard/Downloads.

2. How could I have found the answer?

"How to new partition fstab debian"
