Systemd enables this by default, but Debian systemd has that default reverted, so if you run Debian on that gateway router you can install package procps and add the following in file "/etc/sysctl.d/local-bufferbloat.conf": net.core.default_qdisc=fq_codel If you don't have control over the gatewat router and don't want to add another layer of routing, then you cannot solve this.
