This looks like exactly the type of package arrangement I would have argued for, except for the use of the package names 'systemd-sysv' and 'sysvinit-core' instead of 'systemd-init' and 'sysvinit'. I could have sworn that this had been dismissed as unworkable, back when they were laying out the transition design, but maybe not?
