The Release Notes don't mention it because there is nothing to say. I changed sources.list on a sysvinit system to point to buster. Did 'apt update' followed by 'apt full-upgrade'. systemd-sysv was not in the list of packages to be installed. I installed and rebooted. 'cat /proc/1/comm still shows "init". You can upgrade with confidence that the init system will remain as it is. -- Brian.
