And I have been to that utility, but it has no place to disable ipv6 as a whole, has lots of names in the menu I never heard of, and when I try to

That's weird. Maybe you aren't administrator
Probably you can change at
Control Panel\User Accounts\User Accounts\Manage Accounts\Change an Account As I said in off list post it helps to try to disable much of the "helpful" windows stuff.
