There are certainly sincere efforts to enable Debian to continue to
support other arrangements for system initialization and service launch.
For example:

https://packages.debian.org/sid/cgmanager
Neither of those packages are in any way part of systemd. Together, they
allow systemd-logind to operate without requiring the use of systemd for
system initialization and service launch.
