No none can give you an exact date.

But you can watch the number of release critical (RC) bugs on this page:

http://bugs.debian.org/release-critical/

Debian will be released when the

        Number concerning the next release: 129

reaches zero.

Looking at the graph I guess this will happen in a few weeks.

You can also look in the details of RC-bugs

        "Only bugs relevant to testing" (last link on the page)
        http://bugs.debian.org/release-critical/other/testing.html

and look if the affected packages or bugs are important for your planned installation.
