I cannot add much, I have no idea about defoma which seems to be dead.
I can only say that we do NOT activate all fonts in type1 format for
fontconfig/defoma, but only the ttf/otf fonts.
But in fact not much has changed there.
I haven't seen the start of the thread and there are many things mixed together.
What is the actual problem?

Yes, because the font was not made available to fontconfig, so it wil
not show up. I don't want to and I will not check all fonts in TL for
suitability for fontconfig/X whatever.
SuSE or RedHat is doing that (see recent thread on texlive mailing list)
and they got into various problemsbecasue some fonts are badly
desinged and destroy fontconfigs selecction mechanism.
That is in fact a serious problem, I guess it is open since ages, that
font config does not parse all necessary font details, like expert font
sets etc.
