This reminds me of that gag in one of Marx Bros' films, that contract whose first clause was referring to the first clause itself. I only know the text of that gag in spanish, that is a classic joke we spaniards who hate bureaucracy love! I would be very grateful if somebody wrote me the original joke text in english!
