Just in case you missed this:

- you normally only need about one CD for a full desktop installation of
debian. For a minimal console install much less is required.

- debian is made up of packages. You don't install dvd's or such, you
install the software packages you want/need. Those packages are
available online or within the CD/DVD sets. Which _package_ did you try
to install, when you observed the problem?

- debian is an operating system with many ways and many programs to list
the contents of dvds. Which one told you that the dvd was empty?
