NO, not right.

/etc/network/if-up.d/ is NORMALY executed AFTER the interface is up, but
since DHCP is not geting an  IP  address  it  backgrounds  and  send  an
ExitStatus of 0 "success" to NOT TO BLOCK  the  flow  which  then  auto-
maticaly run the scripts in /etc/network/if-up.d/.

And now you are fscked
