The low latency option is available in the kernel, but not using the
stock Debian kernels.  It appears that two options exist,
CONFIG_PREEMPT_VOLUNTARY and CONFIG_PREEMPT.  A good description of
each is at:

Of the two, the latter appears to be for low-latency or embedded
desktop systems.

At this point the Debian maintainers seem to have decided against
activating either of the two PREEMPT options above.  See this report

So, if a low-latency desktop is desired using Debian, a custom kernel
must be built.
