That device is for capturing video and audio (input), not
outputting.
If you don't have video outputs, do you have a VGA output connector
on your laptop? If so, look into getting a scan converter, that
converts VGA out to composite or s-video out.

There are not VGA out from the computer, the only output is a RGB
(monitor) port. There are any converter from RGB port to s-video ??
If the connector looks like this:
http://en.wikipedia.org/wiki/VGA_connector
then we are talking about the same thing. If so, then a scan converter
is what you need.

But I have one more question: So a converter from my connector to my
TV-LCD with "VideoComponent Y-Cb-Cr" (see
http://www.ramelectronics.net/html/vga-rgb-component.html#hd15rgb) is
just connect the pins 1,6 and 2,7 and 3,8 to the terminals "Y-Cb-Cr"
(see http://en.wikipedia.org/wiki/VGA_connector)? Doesn't need any
vertical or/and horizontal synchronization ?
Or I must a converter to the normal video or s-video signal ?
