It would seem so. I'm presently running testing Etch which will become 4.0 
when when the next stable release comes out. Modinfo on a stock kernel gives 
the following output;

filename:               /lib/modules/2.6.15-1-686-smp/kernel/sound/soundcore.ko
description:    Core sound module
author:         Alan Cox
license:                GPL
alias:                  char-major-14-*
vermagic:               2.6.15-1-686-smp SMP 686 gcc-4.0

But if you decision hangs on whether that module is in or not, you might want 
to hold out for a more 'definite' answer.
