I wrote a little programm for this some time ago. It is "web-based", 
but it only generates static HTML, so no need to run a http server.

It contains a small script for editing the metadata of each picture
(date, title, text).

It is called gthumpy. You can get it from guettli.sf.net

I think nobody except me uses it. But I use it several times per month.
