You can change it if you want by hilighting the attachement in
the "v"iew section and then typing 
  ^E
to edit the MIME type. That should at least enable you to load
the appropriate viewer if in X and assuming your mailcap file is
correctly set up.

I see two possible issues: On one hand you see octet-stream when you 
attach PDFs in your own messages, then there is a mime-type problem
on your side and on the other hand if the issue shows up only on
the mail you received, it's just that the sender failed to put
the correct MIME-type.
