It sounds like the psuedo-image-kit is well-suited for you.  You can
get the docs and config files on cdimage.debian.org.  It is easiest to
use with a *nix system, and since you posted with KMail I believe you
have one.  What the psuedo-image-kit does is download all the packages
separately via http or ftp, then rsync the result with the official
iso images.  The reason this is well-suited for your situation is that
it will make a lot of (relatively) small downloads instead of one
monstrous download.  I'm sure you can also configure the connect
software (diald?) to redial when cut off.  (or have a cron job that
runs each night, connects, downloads for a while, then disconnects
again).
