How do you know?  did you run "apt-cache policy packagename" to see
situation after running "apt-get update"?

I guess you forget "apt-get update"?  Or you have strange pin set in
/etc/apt/preferences (see man apt_preferences)

Edit all 3 files correctly by hand after reading man pages: 
 /etc/apt/preferences 
 /etc/apt/sources.list
 /etc/apt/apt.conf

 # apt-get install apt-howto/testing
