locales are installed. locales 2.1.3-18 vs. libc6 2.1.3-18 on all my potato
system, and locales 2.2.3-1 vs. libc6 2.2.3-1 on all my woody systems.

furthermore, /etc/locale.gen lists only 'en_US iso8859-1' which is all
i need. i ran locale-gen and it completed successfully. nevertheless,
perl still complains.
