I meant there was a source package on the net.  I don't know whether
anyone has made a debian package from it.  I certainly haven't.

Because that's the way it's always been, and emacs21 is so late,
changing the development model now would just make it later.  Gerd
does want to open it up, do anoncvs, and all that, but 21.1 has to
come out first.
