There isn't an emacs21 beta source package anywhere on the 'net (that I know of). So a debian package would be even harder to find. It is really in pre-testing right now and is only open to people who are gurus of debugging emacs. If you think you qualify, people on gnu.emacs.help might be able to tell you to whom you should send an email.
