you probably want to either stop artsd (killall -9 artsd) before you run
quake, or run q3a through artsdsp. the last time i played with artsdsp
it was a bit laggy, so it may not be optimal for playing q3a. you can
disable artsd entirely from the kde control center (de-select "start
arts soundserver on kde start" from the "sound system" module)

this is probably not related to the first problem, and i'm not sure what
to tell you about this.
