Indeed, that's not the easiest/best way. But now that he has already downloaded a bunch of files, he can save some effort (especially if he is using a modem) and just move them to /var/cache/apt/archives and do what you said. Now, apt-get will only get the missing files (if there are any) and proceed to the installation.
