Actually, no--there's also a make-kpkg target for module installation, then the .deb kernel image already does the copying and the reinitializing lilo just like the pre-rolled images on ftp.debian.org. The following steps are make-kpkg modules (IIRC) and dpkg -i <.debfile in /usr/src>.
