GPhoto2 and for X11 frontend, GTKam. GPhoto2 often (always?) provides its own drivers to access and operate the camera and transfer files, and now supports many models that nothing else can consistently. Some cameras, particularly the pricier ones that can be confused for traditional photochemical cameras when you only look at the front of them, can also be accessed as usb-strage devices, but I find that if WebCam is part of the name, chances are that it isn't that high-end. -- Mark L.
