Well, it's not really "developers only", more like "internal".

Several of the mirrors, including ftp.debian.org, mirror off master. I'm not
sure about the precise details; some of them are "push" mirrors, meaning
they start mirroring after receiving a signal from master (which is sent out
when uploads on master have been processed).
