The files are floppy disk images, i.e. they contain the file system info as well. A DOS formated floppy has filesystem info on it which uses up some of the disk space. Read the file ftp://ftp.debian.org/debian/dists/stable/main/disks-i386/2.0.10_1998-07-21/install.html, expecially section 6. Ther you will find information like, rawrite2.exe : utility to write an image to floppy. This is a DOS utility to write a floppy disk image to a floppy. You should not copy images to the floppy, but instead use this utility to rawrite them. and All of these are floppy disk image files, which means that each file contains the complete contents of a floppy disk in raw form.
