I think the answer that you want is what the others have replied. fetchmail, etc. However, the phrase "downloaded on demand" caught my eye. If you don't want the download to occur at some specified frequency, and you intend to kick it off manually, you could just use something like Netscape. The download time should be more or less the same no matter what you use, then you have local speed for reading and replying, but then you have to wait for your replies to be uploaded. But, this may be what you had in mind too. IE, not queueing them up for transfer at some later time.
