I'm not sure.
Usually when I problems you describe, it's because I didn't run lilo
after installation, or I forgot to update image entry.  The last one is
less of a problem if you are using the debian kernel images, because
they update the kernel links.  Maybe something you should look at, check
that /vmlinuz points to the right image.  Check that the image entries
in lilo.conf points to the right links/images...
