You can't send faxes using an ADSL modem, you need a "normal" PSTN modem. You could either buy one (make sure to get a "hardware" modem) or use a fax service - you send them the fax over the internet and they send it on your behalf. The latter option has the advantage that you don't have to buy any hardware and that international faxing may be cheaper.
