Do you have a DHCP client (pump, dhcp-client) installed? Have you looked at the configuation file/manpage for same? Do you need to send a particular hostname to get an address? Not trying to be rude, but more information, please. Look at /var/log/syslog (you can tail it while you restart eth0) and post some error messages if you can't make sense of them.
